Through an uncanny turn of events, I found out that the lady in the car crash is a senior at my high-school and dialed my number by mistake. She’s ok.

And a police officer told me that it is indeed possible for 911 in this city to contact 911 in another city. I’m really glad everything worked out. Today has taken many positive turns. I’m so at peace right now.
